Food Service Administrative Policy Number 3 discusses extending categorical eligibility to all students in a household if one student is directly certified or if an application for Free and Reduced Price School Meals is submitted with a Food Assistance Program (FAP), Family Independence Program (FIP), or Food Distribution Program on Indian Reservation (FDPIR) case number. September 18, 2009 Deployment of the Michigan Student Data System (MSDS) 2.0 CEPI is pleased to announce the 2.0 deployment of the MSDS. This deployment provides significant performance improvements over MSDS 1.0, as well as increased functionality and additional collections. The Single Record Student Database has been taken offline as it is now fully replaced by the MSDS. What will users be able to do in MSDS 2.0?

CEPI SUBJECT: Data Collection Please ensure that all districts that send students to state-approved Career and Technical Education (CTE) programs receive a copy of this message: Beginning fall 2009, student graduation status will be determined through data submitted in the District Exit Status characteristic in the Michigan Student Data System (MSDS). To minimize duplicate data collection and ensure accurate data, district exit status for CTE students is no longer collected in the Career and Technical Education System. This information is extracted directly from the MSDS using the student UIC. The End-of-Summer snapshot, taken from data submitted via the Student Record Maintenance Collection of the MSDS will provide the final disposition used for determining the status of the most recent cohort and will be the final opportunity to submit graduates and update the exit status for CTE students who were expected to return in the fall but did not. All students who participated in a stateapproved CTE program, either at a high school or a career center, during their high school career, and who had a change in their exit status must be reported by October 14 to be included in this report. The MSDS will be off-line for system maintenance and enhancements from the end of August until late September. The Student Record Maintenance Collection will be available once the system is reactivated. August 31, 2009 Subject: SNE Collection Schema revision to include Personal Demographics Summary Schema Details Background During the design phase, we had originally intended to implement the rule that every student must be enrolled to be reported and that enrollment would have had to occur via the enrollment collection prior to completing the SNE collection. We felt this process would be too cumbersome and decided to allow enrollment information to be submitted within the SNE collection. However, in the process, we neglected to add back in this other critical piece of enrollment data. With this discovery, we had two options: (1) Add the Personal Demographics component to the SNE collection and republish the schema with this as a required component; or (2) Don't change the schema and require that any new students not recorded as already enrolled be reported first in a student maintenance collection with their enrollment information, and then reported in the SNE collection. This would essentially include every student not previously reported as "continuing" in the end-of-year (EOY) collection. Option (2) not only seemed cumbersome for the districts, it also introduces new business rule validations via new code, and would require extensive testing. It seemed to create a lot of work for districts and introduce additional risk to the collection (more complex rules always create greater potential for "bugs" in production). The vendors and districts CEPI representatives spoke with felt that this could be accommodated, however, as long as CEPI communicated this issue quickly to the field. Additional Information on the Necessity of Collecting Race in the SNE Collection 1) Personal demographics (inclusive of race) are not required for requesting a new Unique Identification Code (UIC). We had several discussions on this and people in the field informed us that many times they do not have that information yet when requesting the UIC. 2) For students being newly enrolled via the SNE collection, there may not be existing demographics available. SNE is used as a major subgroup variable, and we cannot risk having students flagged as eligible without the corresponding demographics. 3) Race/ethnicity is not a stable demographic -- meaning that this variable can be changed at will; therefore the newly enrolling district may actually have a different documented race and/or ethnicity than the previous district. Because this is a major subgroup variable for accountability, we need to ensure that the appropriate people have the opportunity to affirmatively report it. 4) The checks that we would have to perform in order to determine if a student was previously enrolled (whether in a new district or the same district) would be extensive enough, without also having to check the race field and check against the primary education providing entity (PEPE). Combined, these processes could cause a significant performance hit. CEPI Student Data Team August 18, 2009 MSDS Migrant Collection Component Update The Center for Educational Performance and Information (CEPI) has updated the Michigan Student Data System (MSDS) Migrant Component spreadsheet on the MSDS Collection Components Matrix on CEPI's Web site at http://www.mi.gov/cepi/0,1607,7-113-986_50502_53643---,00.html. This update indicates that the only multi-valued characteristics in the Migrant Component are MigrantRegularTermInstrServices and MigrantRegularTermSupServices. There are no changes being made to the schema at this time. As the current Migrant Component schema does not allow for multiple occurrences of the Migrant Component to be submitted for each student, the upcoming migrant student collections data should be reported as follows: "Regular Term" migrant student data should be reported in the Fall General Collection. "Summer Term" migrant student data should be reported in the October 14 Student Maintenance Collection, along with the end-of-summer graduates. The Migrant Component schema will be updated in the 2010-2011 school year. MSDS updates are posted on our Web site regularly. Thank you, CEPI Student Data Team July 31, 2009 2009 Direct Certification Report Released in the MSDS The Child Nutrition and WIC Reauthorization Act of 2004 (Public Law 108-265) amended the Richard B. Russell National School Lunch Act to require direct certification. Each local educational agency (LEA) must directly certify children who are members of households receiving assistance under the food stamp program as eligible for free school meals, without further application, based on information provided in an electronic data file from the Department of Human Services (DHS). For the 2009-2010 school year, this requirement will apply to all public school districts and nonpublic schools participating in the National School Lunch Program (NSLP). Access to the report will be through the MSDS. The Direct Certification Report matches data from DHS with student enrollment data as reported in the End-of-Year 2009 SRSD Submission and Early Roster collections in the MSDS. Matched students will be certified as eligible for free school meals. Each LEA must notify these households that the children, as directly certified, are eligible for free benefits, and no further application is necessary. For more information, please refer to the Eligibility Guidance for School Meals Manual at http://www.fns.usda.gov/cnd/Guidance/default.htm. Authorized users will access the Direct Certification Report through the MSDS. The direct link to the MSDS log in page is: https://sso.state.mi.us. The report will be refreshed on August 17, August 28, October 2 and November 30. Please note that the SRSD and the MSDS are scheduled to be shut down at the end of August for up to two weeks to begin full data and system conversions. MSDS 2.0 deployment is scheduled for mid-September (prior to the fall count date), at which time users can resume access to the system. Users should plan accordingly to ensure that they have downloaded any Request for UIC files and Direct Certification Reports prior to the system shutdown. updated the Michigan Student June 15, 2009 Subject: MSDS Early Childhood Collection Dates The Michigan Department of Education, in coordination with the Center for Educational Performance and Information (CEPI), has changed the September 30 Early Childhood Collection date in order to avoid confusion with 2009-2010 early childhood reporting. 2008-2009 School Year Snapshot and Certification Dates*: June 30 Snapshot/July 15 Certification:
August 26 Snapshot/August 26 Certification (changed from September 30): This is the final Early Childhood Collection for the 2008-2009 early childhood program year. The certification date for this collection is the same as the snapshot date.
