Intermediate School Districts with graduating students from the Michigan School for the Deaf

The Michigan Department of Education, Office of Special Education and
Early Intervention Services (MDE OSE/EIS) has informed the Center for
Educational Performance and Information (CEPI) that Intermediate School
Districts (ISD) with students who have graduated from the Michigan
School for the Deaf (MSD) should report those students with a final
disposition of graduated. This is accomplished by submitting students
through the Michigan Student Data System (MSDS) in the Student Record
Maintenance Collection and entering the appropriate District Exit Status
graduation code (01, 02, 03 or 04).

Subject: New MSDS Resources Posted

The Center for Educational Performance and Information (CEPI) has posted the following additional training and technical resource documents for the Michigan Student Data System (MSDS) on the CEPI MSDS Web page.

Under the "Training Tools" section:

MSDS Training Webinar – This is a video of the MSDS training session hosted by the Michigan Pupil Accounting and Attendance Association (MPAAA) in Lansing on August 28, 2009. MSDS Presentation - An enhanced copy of the PowerPoint presentation used during the MPAAA Fall Conference MSDS sessions, this version contains additional text to reflect the discussion that occurred during these sessions. MSDS Reports and Status Definitions – This document contains tables showing the different file, collection and resolution statuses that appear in MSDS, along with brief descriptions of each status. It also lists all the reports planned for MSDS 2.0, again, with brief descriptions. NOTE: Some listed reports may not be available until later in the school year. Fall General Collection Crosswalk – This is a table showing each characteristic contained in each component of the Fall General Collection. It includes information detailing whether the characteristic is required, conditional or optional; the order in which the component is reported within the XML file; how the characteristic may have changed from the Single Record Student Database (SRSD) field; and the corresponding SRSD field number.

Under the "Resources" section:

· MSDS Technical Document – This document contains information about the minimum system requirements and settings for the MSDS. It also provides information and links to additional resources about XML tools and tutorials, Web browsers and ZIP files.

SUBJECT: Extending Categorical Eligibility to Additional Children in a Household

As a result of a recent United States Department of Agriculture (USDA) memorandum that modified the policy for categorical eligibility in the Child Nutrition Programs, the Michigan Department of Education (MDE) has approved a new administrative policy memorandum on extending categorical eligibility to all children in a household.

Food Service Administrative Policy Number 3 discusses extending categorical eligibility to all students in a household if one student is directly certified or if an application for Free and Reduced Price School Meals is submitted with a Food Assistance Program (FAP), Family Independence Program (FIP), or Food Distribution Program on Indian Reservation (FDPIR) case number. Deployment of the Michigan Student Data System (MSDS) 2.0

CEPI is pleased to announce the 2.0 deployment of the MSDS.

This deployment provides significant performance improvements over MSDS 1.0, as well as increased functionality and additional collections. The Single Record Student Database has been taken offline as it is now fully replaced by the MSDS.

What will users be able to do in MSDS 2.0?

  1. Search for and request unique identification codes (UICs) for students.
  2. View student history reports for enrolled students, including searching on enrolled students’ direct certification status.
  3. View validation and staging data reports identifying any errors or warnings with the student records.
  4. Review quality review reports, including various demographic and program participation counts. Additional data quality and certified data reports will be made available in subsequent deployments, including graduation cohort reports and alpha rosters.
  5. Download preliminary and final data to review for data quality.
  6. Request changes to the Primary Education Providing Entity (PEPE). Reports pertaining to PEPE status will be brought online shortly.
  7. View and resolve full time equivalency (FTE) conflicts when students are being claimed for greater than 1.0 total FTE across the state.
  8. Conduct FTE audits and view historical FTE reports back to 1999.
  9. Submit updates to enrollments and student demographics via the Student Record Maintenance collection.
  10. Download Direct Certification reports and view download status to determine if reports have been downloaded. These reports can also be utilized to check data validity for the Supplemental Nutrition Eligibility collection.
  11. Decertify submissions if data quality issues are discovered prior to a collection closing.
  12. Expand Quality Review rights so local program directors can ensure data quality and accuracy.
  13. Submit UIC linking requests within the MSDS, completely eliminating the process of submitting facsimile requests to CEPI.

Correction to MSDS Update: Optional Homeless Component in SNE Collection

This message was originally sent with an error in the second paragraph
indicating that HomelessDemographics was required. HomelessDemographics
is an optional component in the 2009-2010 Supplemental Nutrition
Eligibility Collection.

The Center for Educational Performance and Information (CEPI) has added
the HomelessDemographics component as an optional component to the
2009-2010 Supplemental Nutrition Eligibility Collection. This will allow
an authorized user to flag a student as homeless, so that the user does
not need to report an address for that homeless student in the
PersonalDemographics component.

CEPI has updated the XML Schema on the Michigan Student Data System
(MSDS) Web site with this information. The component matrix has also
been updated to indicate that this component is optional for the SNE
Collection.

SUBJECT: Data Collection

Please ensure that all districts that send students to state-approved Career and Technical Education (CTE) programs receive a copy of this message:

Beginning fall 2009, student graduation status will be determined through data submitted in the District Exit Status characteristic in the Michigan Student Data System (MSDS). To minimize duplicate data collection and ensure accurate data, district exit status for CTE students is no longer collected in the Career and Technical Education System. This information is extracted directly from the MSDS using the student UIC.

The End-of-Summer snapshot, taken from data submitted via the Student Record Maintenance Collection of the MSDS will provide the final disposition used for determining the status of the most recent cohort and will be the final opportunity to submit graduates and update the exit status for CTE students who were expected to return in the fall but did not. All students who participated in a stateapproved CTE program, either at a high school or a career center, during their high school career, and who had a change in their exit status must be reported by October 14 to be included in this report.

The MSDS will be off-line for system maintenance and enhancements from the end of August until late September. The Student Record Maintenance Collection will be available once the system is reactivated.

Subject: SNE Collection Schema revision to include Personal Demographics

Summary
The Supplemental Nutrition Schema is being revised to include the Personal Demographics Component. This change is necessary to ensure that the race/ethnicity demographic is included for students being newly enrolled during this collection period. Alternative solutions were considered but were deemed excessively cumbersome for district staff. A notification will be sent next week when the new schema and sample have been posted.

Schema Details
The Personal Demographics Component will be inserted into the schema after the Entity Demographics component. This location is consistent with all other collections that include this component.

Background
Late last week, the Center for Educational Performance and Information (CEPI) staff members discovered an oversight in relation to the Supplemental Nutrition collection. Specifically, the personal demographics component, within which the race/ethnicity field resides, was not included in the schema.

During the design phase, we had originally intended to implement the rule that every student must be enrolled to be reported and that enrollment would have had to occur via the enrollment collection prior to completing the SNE collection. We felt this process would be too cumbersome and decided to allow enrollment information to be submitted within the SNE collection. However, in the process, we neglected to add back in this other critical piece of enrollment data.

With this discovery, we had two options:

(1)  Add the Personal Demographics component to the SNE collection and republish the schema with this as a required component; or

(2)  Don't change the schema and require that any new students not recorded as already enrolled be reported first in a student maintenance collection with their enrollment information, and then reported in the SNE collection. This would essentially include every student not previously reported as "continuing" in the end-of-year (EOY) collection.

Option (2) not only seemed cumbersome for the districts, it also introduces new business rule validations via new code, and would require extensive testing. It seemed to create a lot of work for districts and introduce additional risk to the collection (more complex rules always create greater potential for "bugs" in production). The vendors and districts CEPI representatives spoke with felt that this could be accommodated, however, as long as CEPI communicated this issue quickly to the field.

Additional Information on the Necessity of Collecting Race in the SNE Collection

1) Personal demographics (inclusive of race) are not required for requesting a new Unique Identification Code (UIC). We had several discussions on this and people in the field informed us that many times they do not have that information yet when requesting the UIC.

2) For students being newly enrolled via the SNE collection, there may not be existing demographics available. SNE is used as a major subgroup variable, and we cannot risk having students flagged as eligible without the corresponding demographics.

3) Race/ethnicity is not a stable demographic -- meaning that this variable can be changed at will; therefore the newly enrolling district may actually have a different documented race and/or ethnicity than the previous district. Because this is a major subgroup variable for accountability, we need to ensure that the appropriate people have the opportunity to affirmatively report it.

4) The checks that we would have to perform in order to determine if a student was previously enrolled (whether in a new district or the same district) would be extensive enough, without also having to check the race field and check against the primary education providing entity (PEPE). Combined, these processes could cause a significant performance hit.

MSDS Migrant Collection Component Update

The Center for Educational Performance and Information (CEPI) has updated the Michigan Student Data System (MSDS) Migrant Component spreadsheet on the MSDS Collection Components Matrix on CEPI's Web site at http://www.mi.gov/cepi/0,1607,7-113-986_50502_53643---,00.html. This update indicates that the only multi-valued characteristics in the Migrant Component are MigrantRegularTermInstrServices and MigrantRegularTermSupServices. There are no changes being made to the schema at this time. 

As the current Migrant Component schema does not allow for multiple occurrences of the Migrant Component to be submitted for each student, the upcoming migrant student collections data should be reported as follows:

"Regular Term" migrant student data should be reported in the Fall General Collection.

"Summer Term" migrant student data should be reported in the October 14 Student Maintenance Collection, along with the end-of-summer graduates.

The Migrant Component schema will be updated in the 2010-2011 school year. MSDS updates are posted on our Web site regularly.

2009 Direct Certification Report Released in the MSDS

The Child Nutrition and WIC Reauthorization Act of 2004 (Public Law 108-265) amended the Richard B. Russell National School Lunch Act to require direct certification. Each local educational agency (LEA) must directly certify children who are members of households receiving assistance under the food stamp program as eligible for free school meals, without further application, based on information provided in an electronic data file from the Department of Human Services (DHS).

For the 2009-2010 school year, this requirement will apply to all public school districts and nonpublic schools participating in the National School Lunch Program (NSLP). Access to the report will be through the MSDS.

The Direct Certification Report matches data from DHS with student enrollment data as reported in the End-of-Year 2009 SRSD Submission and Early Roster collections in the MSDS. Matched students will be certified as eligible for free school meals. Each LEA must notify these households that the children, as directly certified, are eligible for free benefits, and no further application is necessary. For more information, please refer to the Eligibility Guidance for School Meals Manual at http://www.fns.usda.gov/cnd/Guidance/default.htm.

Authorized users will access the Direct Certification Report through the MSDS. The direct link to the MSDS log in page is: https://sso.state.mi.us. The report will be refreshed on August 17, August 28, October 2 and November 30.  Please note that the SRSD and the MSDS are scheduled to be shut down at the end of August for up to two weeks to begin full data and system conversions. MSDS 2.0 deployment is scheduled for mid-September (prior to the fall count date), at which time users can resume access to the system. Users should plan accordingly to ensure that they have downloaded any Request for UIC files and Direct Certification Reports prior to the system shutdown.

Subject:  MSDS Component Business Rules Updated

The Center for Educational Performance and Information (CEPI) has posted
updated versions of the Michigan Student Data System (MSDS) component
business rules. These documents may be accessed through the MSDS
Collection Components Matrix on the CEPI Web site, at:

We would like to thank the district users and student information system
vendors who have been working diligently to assist CEPI with testing and
implementing the new MSDS system. Because of their help, we have been
able to make the clarifications and corrections listed below.

The following components have been updated:

Adult Education v1.3:  Added documentation that component may be
submitted up to three times per record for each adult education count
period.

Early Childhood Programs v1.2:  Clarified business rule for closed
entities submitting data. Students' program dates and end dates must
fall within the time period during which the entity was open.

Entity Demographics v1.5:  Clarified business rule which states that
students' enrollment dates and exit dates must fall within the time
period during which the entity was open.

Migrant v1.4:  Updated component validation rule to align with schema
and changed value required in ProgramEligibilityParticipation for
migrant participation from 6030 to 6301.

Personal Curriculum v1.3:  Changed PersonalCurriculumCreditModification
codes from two-digit with leading zeros to one-digit without leading
zeros, in alignment with the published schema.

Personal Demographics v1.3:  Updated business rules for YearOfEntry and
CountryOfBirth to be required only when student is identified as an
immigrant (code 9130 in Program Eligibility Participation).

SNE v 1.2:  Updated business rule to align with schema and changed value
required in ProgramEligibilityParticipation for migrant participation
from 6030 to 6301.

Please review the list of components on the MSDS Collection Component
Matrix and ensure that you are working with the current version of each
component.

In addition to the updates to the component spreadsheets, the matrix
table has been updated to align with the schema rules for the Early
Roster v2 and the 2009-2010 Request for UIC collections. Previously, the
table reflected the requirements for the Early Roster v1 and the
2008-2009 Request for UIC collections.

Migrant Component Update

The Center for Educational Performance and Information (CEPI) has updated the Michigan Student
Data System Migrant Component, as two of the characteristic names on the Component Validation
Rules tab were not in alignment with the schema. There were no changes to the schema itself,
however. To access the updated document from our MSDS Collection Component Matrix, please

Subject: MSDS Early Childhood Collection Dates

The Michigan Department of Education, in coordination with the Center for Educational Performance and Information (CEPI), has changed the September 30 Early Childhood Collection date in order to avoid confusion with 2009-2010 early childhood reporting.

2008-2009 School Year Snapshot and Certification Dates*:

June 30 Snapshot/July 15 Certification:

  • Report records for all children who enrolled or exited after the February 11 snapshot.
  • Report records for children who had changes to services or demographic information since their records were last certified.
  • Users may report records for children whose information has not changed, but this is not required.

August 26 Snapshot/August 26 Certification (changed from September 30): This is the final Early Childhood Collection for the 2008-2009 early childhood program year. The certification date for this collection is the same as the snapshot date.

  • Report records for all children who enrolled or exited after the June 30 snapshot.
  • Report records for children who had changes to services or demographic information since their records were last certified.
  • Records for students in summer early childhood programs should be reported in this collection.
  • Please note that if the program ends after August 26, users should still report the students as exiting the 2008-2009 program using the correct future exit date.

Upcoming School Year 2009-2010 Snapshot and Certification Dates

November 30 Snapshot/December 9 Certification:

  • Report records for all children receiving early childhood services from the start of the 2009-2010 early childhood program year through November 30, 2009.

Additional Notes

The Early Childhood Collection is continuously open in MSDS, meaning users may upload files and use the online screens at any time.

  • When you certify a collection, those records are removed from the Staging Area and officially submitted to CEPI. If further corrections are required, users must upload a new (corrected) file or add and update the individual records in the Staging Area. These data then require certification.

*Snapshot indicates the "as of" date for the collection. The collection should include all records up to and including the snapshot date. Certification indicates the date that the data must be certified in the MSDS.
